Grant Read and Execute permissions for the Cmd. How do I regain control of that folder? You would have to take ownership of the folder.
Under the Security tab, go to Advanced, switch to the Owner tab, and replace ownership on that folder and its subfolders if you need it.
Once you do that, you can change the permissions as you need. If you cannot take ownership, you're not really an administrator. You can deny access to administrators, but administrators can gain access by making themselves the owner of the folder.
Go to the security setting, advanced, and then select the owner tab. You can replace the owner with your administrator account, and then you have access. I had this exact problem. I could not take control of the folder although I for sure was an administrator. I don't know because the restart I did was for completing the turnoff of UAC. Makes me think it just was some process holding it hostage. Although I tried a couple of different tools to check if it was locked in any way.

Yep, I wouldn't be asking if something wasn't very wrong : — Jim Counts. I found that the above was correct. A user was holding the folder open, with a hung process. When I deleted the handle, the folder vanished. Worked fine for me too. Had the index service on the server cidaemon locking one file and preventing profile loading on the client. I'm an idiot; I can't believe I didn't think to check this. Thank you. Thanks, this worked for me. It should be noted that the messages given in this case are misleading.
Why don't you get the "this is being used by a program" instead of "access denied" when you try to delete or take ownership? Similar situation here: gimp owned a folder handle and svn clashed trying to remove it when switching to another branch. Lost more than an hour looking why I can't do anything to the folder, including tweaking with user permissions, trying takeown, icacls, subinacl etc.
It would be great if a message could be more correct - about file being used and delete pending, not only "access denied". Show 1 more comment. Sanjay Sheth Sanjay Sheth 3 3 bronze badges.
